Guidance Value in Bengaluru: The Number That Sets Your Registration Cost
Guidance value is the government floor your Bengaluru registration is taxed on, and the Karnataka registration fee doubled to 2 percent in August 2025. How to check it on Kaveri and budget the real cost.
A buyer negotiating a flat in Whitefield was proud of talking the price down to what he thought was a steal. Then his lawyer checked the guidance value for that address on the state portal and it sat well above the price he had agreed. The government would tax the registration on the higher guidance value, not his clever number, and on top of that the registration fee had recently doubled. His negotiation had moved the price, but not the floor the state uses to charge him. Knowing that floor first would have changed how he bargained.
The short answer. Guidance value is the minimum value the Karnataka government fixes for a location, and your stamp duty and registration fee are charged on the higher of your sale price or that guidance value. Since 31 August 2025, the registration fee in Karnataka has doubled from 1 percent to 2 percent, so a typical Bengaluru flat now attracts roughly 5 percent stamp duty plus 2 percent registration plus cess and surcharge, in the region of 7.5 to 8 percent of the registered value. The trade off is that you cannot register below guidance value, so checking it first is how you avoid a nasty surprise at the sub registrar office.
What is guidance value and who sets it?
Guidance value is the minimum property value at which a property may be legally registered, fixed by the Karnataka Department of Stamps and Registration for each area and often expressed per square foot. It is sometimes called the government value or the ready reckoner in other states, and it exists to set a floor under registration so that properties are not registered at artificially low prices to dodge duty. For a buyer, it is the number the tax is actually calculated on when it is higher than your price.
Because it is set by location and revised from time to time, guidance value varies street by street and can change between the day you start looking and the day you register. That is why treating it as a live figure to check, rather than a number someone quoted you months ago, matters for getting your budget right.
How does guidance value decide your registration cost?
Your stamp duty and registration fee are charged on the higher of the sale value or the guidance value, whichever is greater. If you negotiate a price above guidance value, you pay on your price. If your agreed price falls below the guidance value, the state charges you on the guidance value regardless, so a low price does not lower your duty below that floor. This is the single most important thing a buyer misunderstands about registration cost.
The practical effect is that guidance value sets a minimum tax bill you cannot bargain away. Two identical flats on the same road share the same guidance value, so the floor is the same for both, and only the portion of price above that floor is genuinely within your control for tax purposes. Our guide to Karnataka stamp duty and registration charges sets out the full rate structure that sits on top of this base.
There is a second reason guidance value deserves attention beyond the tax bill. Because it is the government's own view of what a location is worth, it doubles as a rough sanity check on the price a seller is quoting. If a seller wants a price far above the guidance value for an ordinary flat, that gap is worth understanding, since it may reflect genuine premium features or simply an optimistic ask. And if a price sits suspiciously close to or below guidance value in a sought after area, that too invites a question about why. The number was designed to protect revenue, but a buyer can read it as one more independent data point about whether a price is reasonable.
What changed with the registration fee in 2025?
In August 2025, Karnataka doubled its registration fee from 1 percent to 2 percent, the first such revision in more than two decades. Effective 31 August 2025, the registration fee is 2 percent of the higher of sale value or guidance value, and it applies statewide across residential, commercial and plotted property, including in Bengaluru. For a buyer this is a real increase in the cost of buying, and it is one that older guides and calculators may not yet reflect.
On a typical Bengaluru flat above the higher slab, the total now works out to roughly 5 percent stamp duty plus the 2 percent registration fee plus cess and surcharge, landing in the region of 7.5 to 8 percent of the registered value. On a one crore registration, that shift from 1 to 2 percent registration alone adds about one lakh to your cost, which is exactly the kind of number you do not want to discover at the counter.
How do you check the guidance value yourself?
You check it on the Kaveri portal, the official platform of the Karnataka Department of Stamps and Registration. Go to kaveri.karnataka.gov.in, open the Guidance Value Search or the stamp duty calculator, select Bangalore Urban and the relevant sub registrar office, enter the village or area and the survey number, choose the property type, and the portal returns the current guidance value for that location. The same portal also handles encumbrance certificate searches and sub registrar slot booking.
| Item | Detail for buyers |
| Guidance value | Government minimum value set per area, checked on Kaveri |
| Tax base | Higher of sale price or guidance value |
| Stamp duty | Around 5 percent for higher value flats |
| Registration fee | 2 percent since 31 August 2025, up from 1 percent |
Reading the guidance value before you finalise a price gives you two advantages, an accurate budget and a stronger negotiating position, since you know the floor the state will tax you on. How does guidance value interact with your negotiation?
It sets the tax floor, so it should shape how you think about a low price. A price far below guidance value does not save you duty, because the duty is charged on the guidance value anyway, and an unusually low agreement value can also invite scrutiny. Conversely, when guidance values are revised upward, the floor under everyone's duty rises, which is why a purchase planned around an old guidance figure can cost more than expected once you register on the current one.
The buyer friendly approach is to treat guidance value as a fixed input you gather early, alongside the price and the loan, so your total cost is known before you commit. A development such as Chaithanya Sankhya at Budigere Cross will have a guidance value for its location that you can look up before you ever sit across the table from the seller.
It is also worth remembering that guidance value and market price have drifted apart in different ways across the city. In some fast growing corridors, actual market prices have run well ahead of guidance value, so buyers pay duty on a base lower than what they hand the seller. In other pockets, periodic revisions have pushed guidance value close to market levels. Neither situation changes the rule, which is that you pay on the higher of the two, but knowing where your specific location sits on that spectrum helps you predict whether the guidance value or your negotiated price will be the number that actually drives your bill.
What should a Bengaluru buyer do before registering?
Before registering, pull the guidance value for the exact property, take the higher of that and your price as the base, and apply the current stamp duty and the 2 percent registration fee to reach your real cost. Then confirm you are holding that amount as cash, separate from the down payment, because these charges are not financed by the loan. Doing this early turns the registration bill from a surprise into a planned line item.
Your seven step guidance value checklist
- Open kaveri.karnataka.gov.in and use the Guidance Value Search for your exact location.
- Select Bangalore Urban, the correct sub registrar office, and enter the survey number.
- Note the guidance value and compare it against your agreed price.
- Take the higher of the two as the base for your stamp duty and registration fee.
- Apply the current stamp duty, then the 2 percent registration fee effective since 31 August 2025.
- Add cess and surcharge to reach a rough total of about 7.5 to 8 percent.
- Set aside that full amount as cash, since the loan does not cover these charges.
Frequently asked questions
What is guidance value in Bengaluru? Guidance value is the minimum value at which a property may be legally registered, fixed by the Karnataka Department of Stamps and Registration for each area. Your stamp duty and registration fee are charged on the higher of your sale price or the guidance value, so it acts as a floor under your registration cost that you cannot bargain below.
How much is the registration fee in Karnataka now? Since 31 August 2025, the registration fee in Karnataka is 2 percent of the higher of sale value or guidance value, doubled from the earlier 1 percent. Together with roughly 5 percent stamp duty plus cess and surcharge, a typical Bengaluru flat now attracts about 7.5 to 8 percent of the registered value in charges.
How do I check the guidance value for a property? Visit kaveri.karnataka.gov.in, open the Guidance Value Search or stamp duty calculator, select Bangalore Urban and the relevant sub registrar office, and enter the area and survey number. The portal returns the current guidance value for that location, which you can compare against your agreed price before finalising.
Can I register a property below the guidance value? No. The guidance value is the minimum at which a property may be registered, and if your price is below it, the stamp duty and registration fee are still charged on the guidance value. A low agreement price therefore cannot reduce your duty below the guidance floor, and an unusually low value can also invite scrutiny.
