A couple in Kalyan earns about Rs 8.5 lakh a year between them. They have found a one bedroom flat they like and a lender willing to sanction a Rs 22 lakh loan. Someone at the bank mentions a central government interest subsidy that could put up to Rs 1.80 lakh back into their loan account. The question they need answered first is not how much they can get, but whether their flat qualifies at all, because in the Mumbai region one number decides that more than any other.

This guide walks through the Interest Subsidy Scheme under Pradhan Mantri Awas Yojana Urban 2.0, using the scheme's own operational guidelines, with a focus on the checks that matter most for buyers across the Mumbai Metropolitan Region.

The short answer. According to the PMAY-U 2.0 operational guidelines, households with annual income up to Rs 9 lakh can get a subsidy of 4 percent on the first Rs 8 lakh of a home loan, up to a maximum release of Rs 1.80 lakh in five equal yearly instalments, on loans up to Rs 25 lakh for homes valued up to Rs 35 lakh with carpet area up to 120 sqm. The trade-off: the house value cap rules out many homes in the region, and the scheme brings conditions that last for years, including a five year lock-in on selling and no second claim after a balance transfer.

What does the PMAY-U 2.0 interest subsidy offer?

It offers a partial refund of interest on an eligible home loan, credited to the loan account. The guidelines describe the Interest Subsidy Scheme as a Central Sector Scheme meant to expand institutional credit flow to affordable housing, with subsidy provided on home loans sanctioned and disbursed on or after 1 September 2024 to eligible EWS, LIG and MIG beneficiaries for purchase, re-purchase or construction of houses.

The headline numbers are set out in clause 5.4.3. Households with income up to Rs 9 lakh, with a loan up to Rs 25 lakh for a property valued up to Rs 35 lakh, are eligible for a subsidy at 4 percent on the first Rs 8 lakh of the loan for a tenure up to 12 years. The maximum release is Rs 1.80 lakh, with a maximum net present value of Rs 1.50 lakh at a discount rate of 8.5 percent, for loans with a tenure of more than five years. The carpet area of the house can be up to 120 sqm.

The subsidy does not arrive as a lump sum. The guidelines say it is released in five equal yearly instalments, which works out to Rs 36,000 a year at the maximum by our arithmetic. Each instalment is credited by the lender to the borrower's account by deducting it from the principal, and the borrower then pays EMI on the remaining principal.

Income within Rs 9 lakh, no pucca house anywhere in India and no government allotment in 20 years are the first tests.

Who is eligible, and who is left out?

Eligibility starts with income. The guidelines define EWS households as those with annual income up to Rs 3 lakh, LIG from Rs 3 lakh up to Rs 6 lakh, and MIG from Rs 6 lakh up to Rs 9 lakh. For the interest subsidy, all three bands share the same limits on loan size, house value, carpet area and subsidy, so the band matters less than staying within Rs 9 lakh. An individual loan applicant submits a self-certificate or affidavit as proof of income.

The second test is ownership. Families belonging to the EWS, LIG and MIG segments should not own a pucca house, meaning an all-weather dwelling unit, in their own name or in the name of any family member in any part of India. The guidelines define a beneficiary family as husband, wife, unmarried sons and unmarried daughters. A beneficiary who has been allotted a house under any housing scheme of the Central Government, a State or UT government or a local body in the last 20 years, in urban or rural areas, is not eligible.

Two more exclusions catch families out. If two or more family members take a combined or separate loan on the same property, they are treated as the same family for calculating income and benefit. And the subsidy is provided only once for a property: if a flat that has already carried the subsidy is sold, the new buyer cannot claim it on that property.

Why is the Rs 35 lakh cap the real test in the Mumbai region?

Because in a high-price market, the house value limit bites before the income limit does. Clause 5.4.5 is explicit: only a loan up to Rs 25 lakh with a house value up to Rs 35 lakh is eligible, and if the family income or property value as assessed by the lender for sanctioning the loan is higher than the limit, the loan will not be eligible for subsidy.

That last phrase matters. It is the lender's assessment of the property value that counts, not the figure a seller or broker quotes. A flat with a headline price of Rs 34 lakh could still fall outside the scheme if the lender's assessed value comes in above Rs 35 lakh. To see how quickly prices leave the cap behind, consider that our project page for Prestige Garden Trails in Mira Road East lists its one bedroom homes from Rs 95 lakh onwards.

For a family in the region, the practical step is to ask the lender, before booking, what value it will assess for the specific flat and whether the loan will be tagged for the interest subsidy.

Each yearly instalment needs an active loan with more than 50 percent principal outstanding, and a balance transfer ends the claim.

How is the subsidy paid, and what can stop it?

The subsidy flows from the Ministry of Housing and Urban Affairs through central nodal agencies to the lender, and into the loan account. The guidelines say eligible beneficiaries register their demand through a unified web portal, after which the application goes to the lender, and the Ministry releases subsidy monthly based on loans disbursed. The beneficiary is informed by SMS on the registered mobile number about the amount credited.

Three conditions can stop an instalment. The guidelines say each yearly instalment is released only if the loan is active at the time of release and more than 50 percent of the principal is outstanding. So a borrower who prepays heavily in the early years may lose later instalments. Geo-tagging of the house is also required as per the payment plan: after the first instalment for a completed house, and before each instalment for a house under construction.

The third condition is a balance transfer. Under clause 5.4.5, a borrower who takes a home loan from one lender and later switches to another lender for a balance transfer is not eligible to claim the interest subsidy again, and a person who has not claimed the subsidy from the first lender is not eligible after the transfer. With rates rising after the RBI's October 2026 repo hike, that rule deserves weight: our guide to home loan balance transfers after the repo hike explains the general arithmetic of switching, but a subsidy borrower should factor in what a switch would forfeit.

Finally, the guidelines set a mandatory lock-in of five years from the disbursal of the first instalment of the home loan under the interest subsidy vertical, during which the beneficiary is not allowed to sell or transfer the house. We looked at how the subsidy interacts with rising rates for Bengaluru buyers in our earlier report on PMAY-U 2.0 after the repo hike; the same rules apply across cities.

How should a Mumbai region buyer apply?

Start early, before you book, because the value test and the ownership test need answers that only the lender and your own family records can give. Our arithmetic gives a sense of scale: on an illustrative Rs 25 lakh loan over 20 years, a rise from 9 percent to 9.25 percent lifts the EMI by about Rs 404 a month, while the maximum subsidy instalment of Rs 36,000 a year works out to Rs 3,000 a month. The subsidy matters, but only if every condition holds. Work through these steps.

  1. Add up the annual income of every family member who will be on the loan or the property.
  2. Confirm that no family member owns a pucca house anywhere in India or was allotted one under a government scheme in the last 20 years.
  3. Ask the lender what value it will assess for the flat and whether it is within Rs 35 lakh.
  4. Check that the loan amount is within Rs 25 lakh and the carpet area within 120 sqm.
  5. Register your demand on the unified PMAY-U 2.0 web portal and choose a participating lender.
  6. Keep the approved layout plan and income self-certificate ready for the lender's verification.
  7. Avoid a balance transfer or a sale during the lock-in, and keep more than half the principal outstanding until the instalments are paid.

The subsidy is a useful bonus for a home that already fits the budget, not a reason to stretch for one that does not.

Four questions on the PMAY-U 2.0 interest subsidy, answered from the scheme's operational guidelines.

What do Mumbai region buyers ask about the PMAY-U 2.0 subsidy?

Who can get the PMAY-U 2.0 interest subsidy?

The guidelines cover EWS, LIG and MIG households with annual income up to Rs 9 lakh that do not own a pucca house anywhere in India. The loan must be up to Rs 25 lakh, the house value up to Rs 35 lakh and the carpet area up to 120 sqm.

How much subsidy does PMAY-U 2.0 pay on a home loan?

The guidelines provide a subsidy at 4 percent on the first Rs 8 lakh of the loan for a tenure up to 12 years, with a maximum release of Rs 1.80 lakh and a maximum net present value of Rs 1.50 lakh, paid in five equal yearly instalments.

Can I get the subsidy if I move my loan to another lender?

No. The PMAY-U 2.0 guidelines say a borrower who takes a home loan from one lender and later switches to another for a balance transfer will not be eligible to claim the interest subsidy again, and a person who did not claim from the first lender will not be eligible after the transfer.

Can I sell a flat bought with the PMAY-U 2.0 interest subsidy?

Not straight away. The guidelines set a mandatory lock-in of five years from the disbursal of the first home loan instalment under the interest subsidy vertical, during which the beneficiary is not allowed to sell or transfer the house. Plan your holding period with that in mind.
