For a first time buyer in Bengaluru with a household income under 9 lakh rupees a year, the October 2026 repo rate increase looks like bad news. On a 25 lakh rupee home loan over 20 years, a quarter point rise from 8.25 to 8.50 percent adds about 394 rupees to the monthly EMI. But for buyers who qualify for the Interest Subsidy Scheme under Pradhan Mantri Awas Yojana Urban 2.0, there is a much larger number in play: up to 1.80 lakh rupees of subsidy credited to the loan account over five years.

This guide sets out what the official PMAY-U 2.0 guidelines say about the subsidy, who qualifies, the traps that make buyers ineligible, and what the subsidy is worth against a higher interest rate.

The short answer. Under the PMAY-U 2.0 Scheme Guidelines, households with annual income up to 9 lakh rupees can get a 4 percent interest subsidy on the first 8 lakh rupees of a home loan of up to 25 lakh rupees, for a house worth up to 35 lakh rupees with carpet area up to 120 square metres. The maximum release is 1.80 lakh rupees, paid in five yearly instalments into the loan account. On our illustration, that subsidy, with the EMI kept unchanged, closes a 25 lakh loan about 31 months early. The trade-off: the income and price caps are tight, and choices such as a balance transfer or an early sale can cost you the benefit.

What does the PMAY-U 2.0 interest subsidy offer?

The PMAY-U 2.0 Mission is implemented for five years from 1 September 2024, and its Interest Subsidy Scheme vertical is run as a Central Sector Scheme. According to the PMAY-U 2.0 Scheme Guidelines, the subsidy applies to home loans sanctioned and disbursed on or after 1 September 2024 to eligible EWS, LIG and MIG beneficiaries for purchase, re-purchase or construction of houses.

Households with income up to 9 lakh rupees, a loan of up to 25 lakh rupees and a property value of up to 35 lakh rupees are eligible for a subsidy of 4.0 percent on the first 8 lakh rupees of the loan, for a tenure of up to 12 years. The maximum release of subsidy is 1.80 lakh rupees, with a maximum net present value of 1.50 lakh rupees at a discount rate of 8.5 percent, for beneficiaries with a loan tenure of more than five years. The carpet area of the house can be up to 120 square metres.

Who qualifies, and what makes a buyer ineligible?

The guidelines define a beneficiary family as husband, wife, unmarried sons and unmarried daughters. Families in the EWS, LIG and MIG segments living in urban areas should not own a pucca house, meaning an all weather dwelling unit, in their own name or in the name of any family member in any part of India. For identification, an individual loan applicant submits a self certificate or affidavit as proof of income.

The exclusion criteria matter as much as the eligibility. The subsidy is provided only once for a property, so if a property is sold, the purchaser cannot take the benefit of the scheme on it. If two or more family members take combined or separate loans on the same property, they are treated as the same family for income and benefit. If the family income or property value as assessed by the lender is higher than the eligibility limit, the loan is not eligible for subsidy.

Two rules catch buyers out later. First, a borrower who takes a loan from one lender and later switches to another through a balance transfer will not be eligible to claim the subsidy again, and a borrower who did not claim the subsidy from the first lender is not eligible after the transfer. Second, the scheme has a mandatory lock in period of five years from the disbursal of the first instalment of the home loan, during which the beneficiary is not allowed to sell or transfer the house.

How is the subsidy paid, and what is it worth?

The guidelines say the subsidy is released in five yearly instalments through direct benefit transfer into the beneficiary's loan account, provided the loan is active at the time of release and more than 50 percent of the principal is outstanding. The lender credits it by deducting it from the principal, and the borrower pays EMI at the lending rate on the remaining principal. Beneficiaries register their demand on the unified web portal, and the lender takes the application forward.

Here is what that can mean in rupees. Take a 25 lakh rupee loan over 20 years at 8.50 percent, after the October increase, with an EMI of about 21,696 rupees. Assume the full 1.80 lakh subsidy arrives in five equal credits of 36,000 rupees at the end of each of the first five years, and that you keep paying the same EMI. On our arithmetic, the loan would close in about 209 months instead of 240, and your total EMI outgo would fall from about 52.1 lakh rupees to about 45.2 lakh rupees.

Compare that with the repo rate effect. On the same 25 lakh loan, the move from 8.25 to 8.50 percent adds about 394 rupees a month, or about 94,600 rupees over 20 years. For a buyer who qualifies, the subsidy is worth several times the cost of the rate increase. For a buyer who does not, the rate increase is the only number that changes.

Can a Bengaluru buyer actually use it?

The honest answer is: sometimes. The 35 lakh rupee cap on house value and the 9 lakh rupee income ceiling define a narrow band of buyers and homes. Across the eight major markets Knight Frank tracks, sales of homes below 50 lakh rupees fell 14 percent in January to September 2026, according to Outlook Money's report on the data, a sign of how thin the entry level has become nationally.

Where it fits, it is worth pursuing properly. Ask the lender at the application stage whether it participates in the scheme, register your demand on the unified portal, and make sure the property value the lender assesses is within the cap, since the lender's assessment is what counts. Keep the documents that show your income and that no family member owns a pucca house elsewhere in India, because the scheme relies on your declaration and the guidelines warn of legal proceedings for false declarations.

Paperwork on the property side matters too. The guidelines say the subsidy will be provided to beneficiaries who have submitted the approved layout plan to the lender as per State or UT guidelines, though lenders may not insist on it where a State or UT has exempted construction with deemed approval or pre approved building plans. They also require geo tagging of the house: after release of the first instalment for a completed house, and before release of each instalment for a house under construction. Ask your lender early what it will need from you and from the builder, so that a missing document does not hold up a release.

Plan your loan around the scheme's rules, not just its benefit. If you think you may want to refinance with another lender in a few years, remember that a balance transfer ends your claim to further subsidy. If you might need to sell within five years of the first disbursal, the lock in rules that out.

What should you check before applying?

  1. Confirm your annual household income is within 9 lakh rupees, using the scheme's family definition.
  2. Confirm that no family member owns a pucca house anywhere in India.
  3. Check that the property value will be within 35 lakh rupees as assessed by the lender.
  4. Keep the loan within 25 lakh rupees and the carpet area within 120 square metres.
  5. Ask the lender whether it participates in the scheme before you apply.
  6. Register your demand on the unified web portal and keep the acknowledgement.
  7. Plan to keep the loan with the same lender and the house for at least five years.
