Telangana Eases 22-A Registrations for Approved Properties: A Hyderabad Buyer's Checklist
On September 24, 2026, Telangana's Revenue department issued orders allowing registration of open plots, houses and flats on the 22-A prohibited list that hold valid permissions from GHMC, HMDA, DTCP or local bodies. A month on, here is what the relief covers and what Hyderabad buyers should check before paying.
For weeks this autumn, flat owners in Kukatpally and Miyapur who had bought into permitted buildings found that their homes sat on a list meant for government, assigned and disputed land. Sales stalled. On September 24, 2026, Telangana's Revenue Minister Ponguleti Srinivas Reddy announced that the Revenue department had issued orders to let eligible properties on the 22-A list be registered. On October 9, the government followed up with a memo asking Collectors to clear a separate backlog within a month.
If you are buying a resale flat or a plot in Hyderabad, this matters in two ways. It may unlock a deal that had frozen. And it is a reminder that a property's approvals and its land record status are two different checks, and you need both.
The short answer. According to Telangana Today's report on the September 24 orders, open plots, houses and flats listed under 22-A can now be registered if they hold valid layout, building or apartment permissions from GHMC, HMDA, DTCP, municipalities or other local bodies, with each case assessed on its own facts and district committees headed by Collectors set up to resolve problems. The trade-off: the relief can revive stalled sales of approved homes quickly, but because eligibility is case by case, a buyer can still face delay or refusal if the land record or permission trail is weak.
What did Telangana announce on September 24, 2026?
A route to registration for approved properties that had been caught on the prohibited list. The Telangana Today report says the Revenue department issued orders permitting registration of open plots, houses and flats listed in the 22-A prohibited lands list where valid layout, building or apartment permissions had been obtained from GHMC, HMDA, DTCP, municipalities or other urban and rural local bodies. The announcement followed Chief Minister A Revanth Reddy's assurance in the Assembly on September 16 that a fast-track mechanism would be put in place.
The Hans India reported the same day that registrations in this category would proceed with immediate effect in areas under GHMC, DTCP and HMDA. It said residential properties in areas including LB Nagar, Kukatpally, Miyapur, Serilingampally and Quthbullapur, where buildings had obtained the necessary permissions, had been wrongly placed on the 22-A list, according to officials.
Why were approved homes on the 22-A list in the first place?
Because the list grew fast and leaned on old records. The Hans India report says the government stated that, following High Court orders, more than 3.50 lakh acres were added to the list, and that some genuine private properties were included because officials relied on old or outdated land records. That halted registrations for owners who had bought in good faith, in buildings that had permissions.
The report describes 22-A as covering categories such as government land, assigned land, endowment and waqf land, Bhoodan and surplus land, and court attached or disputed land. That is why the list exists. The problem this autumn was not the purpose of the list but the accuracy of what went onto it.
For a buyer, the lesson is simple. A building permission from GHMC or HMDA does not, by itself, tell you what the revenue record says about the land under it. Our earlier explainer on how the 22-A prohibited property list works walks through the check itself.
Who decides whether a specific flat or plot qualifies?
A district level committee, case by case. According to Telangana Today, the committees are headed by Collectors and include the District Registrar and representatives of HMDA and of municipal or rural local bodies. Their role is to examine and resolve problems that arise during registration.
The same report says eligibility will be assessed on each property's own facts, including the nature of the land, available records, statutory permissions and legal issues. It quotes the Revenue Minister saying properties would not be treated alike. Read that carefully. It means the relief is not a blanket clearance of every approved building. Two flats in the same locality could see different outcomes if their land histories differ.
The exact paperwork the sub-registrar and the committee will ask for is best confirmed with the sub-registrar's office or the Telangana Registration and Stamps Department portal before you fix a registration date. Do not rely on a broker's summary of the orders.
| Date | Step | What it means for a buyer |
|---|---|---|
| September 16, 2026 | Chief Minister's Assembly assurance of a fast-track mechanism | Signalled relief for genuine owners on the list |
| September 24, 2026 | Revenue department orders on approved 22-A properties | Plots, houses and flats with valid permissions can seek registration |
| September 24, 2026 | District committees headed by Collectors | Problem cases go to a local committee, not a blanket rule |
| October 9, 2026 | Memo No. 48030 on GO 59 applications | Collectors given a month for plots up to 500 square yards |
| Ongoing | Fast-tracking of 10 to 12 categories of 22-A issues | Other stuck categories may see separate orders |
What did the October 9 memo add?
A deadline for a different backlog. Telangana Today reported on October 9 that the state government, through Memo No. 48030, directed district Collectors to resolve pending applications under GO 59 for plots of up to 500 square yards within one month, in accordance with prescribed rules, and to prevent irregularities in implementing the scheme. It added that cases where conveyance deeds have already been issued will also be examined comprehensively.
The same report said the government is seeking to fast-track resolution of 10 to 12 categories of issues linked to Section 22-A, has issued seven orders on the provision so far, and has also begun clearing pending urban land ceiling applications and addressing registration of patta lands where NALA land conversion is incomplete.
If the plot you are considering came to the seller through GO 59, the memo is relevant to you. A pending application is not the same as a completed process, and the report's line about re-examining cases with conveyance deeds already issued is a reason to see the seller's papers rather than take a summary on trust.
Does this mean every 22-A property in Hyderabad is now safe to buy?
No, and nothing in the reports says so. The relief is aimed at properties with valid statutory permissions, assessed one at a time. Land that is on the list for reasons the government considers genuine, such as government or assigned land, is a different matter, and the reports do not describe any relief for it.
There is also a gap between an order and a registration. Even where a property clearly qualifies, the actual registration happens at a sub-registrar's office, and any problem goes to the district committee. Build that time into your plans. If you are taking a home loan, tell your lender early that the property was on the 22-A list and ask what the bank will need before disbursing.
How should a Hyderabad buyer check a property now?
Start with the land record status and the permission trail, then move to the usual title checks. Search the survey number and locality on the official registration portal for prohibited property status. Ask the seller or builder for the layout, building or apartment permission from GHMC, HMDA, DTCP or the local body, and check that the permission number, survey number and extent match the sale documents.
Then look backwards. Pull an encumbrance certificate covering at least the years since the permission was granted, and ask for every registered document in the chain. Our guide on the Telangana registration process and documents lists the standard set. If you are weighing a new launch in the same corridor, for example a project such as Casagrand Mandarin in Ameenpur, run the same survey number check on the project land before booking.
Finally, write the risk into the deal. If the property is on the 22-A list and depends on this relief, agree in the sale agreement what happens to your advance if registration is refused or delayed beyond a fixed date. A refundable advance with a clear timeline protects you far better than a promise that the problem is being sorted out.
What should a seller be able to show you?
Clear, matching papers. A genuine seller whose property was wrongly listed should be able to produce the statutory permission, the registered chain of title, tax receipts and, where relevant, any correspondence with the sub-registrar or the district committee. If the seller cannot show the permission, or the survey number on the permission differs from the one on the list, treat the property as unresolved until a lawyer has reviewed it.
- Search the survey number for prohibited property status on the official registration portal.
- Get the GHMC, HMDA, DTCP or local body permission and match its survey number and extent.
- Pull an encumbrance certificate covering the years since the permission was granted.
- Collect every registered deed in the chain of title, not summaries.
- Ask whether the property came through GO 59 and see the status of that file.
- Tell your lender early that the property was on the 22-A list.
- Put a refund clause with a fixed date into the sale agreement.
