Buying a Second Home or Rental Flat in Mumbai: What RBI Lets Banks Lend

RBI's April 1, 2025 Master Circular on Housing Finance permits bank loans for a second house for self-occupation and for a house let out because of a posting or employer accommodation. This guide applies its LTV ceilings of 90, 80 and 75 percent, and the exclusion of stamp duty from cost, to Mumbai prices from Rs 30 lakh to Rs 2.5 crore.

A Mumbai software lead lives in company provided accommodation in Powai. She owns a family flat in Nagpur, and now wants to buy a one bedroom flat in the western suburbs to rent out while her employer houses her, and to move into later. Two questions stop her at the bank's desk: can she get a home loan when she already owns a house, and can she get one for a flat she will not live in straight away?

RBI's housing finance rules address both situations by name. They also set the loan to value ceilings that decide how much cash a Mumbai buyer must bring, and they keep stamp duty and registration out of the property cost the bank finances. This guide walks through those rules with worked Mumbai price points. It is buyer guidance on lending rules, not a recommendation to buy a second home or a rental flat.

The short answer. RBI's April 1, 2025 Master Circular on Housing Finance says banks may finance a second house for self-occupation for someone who already owns a house, and may finance a house the borrower proposes to let out because of a posting outside headquarters or employer provided accommodation. Loans above Rs 30 lakh and up to Rs 75 lakh are capped at 80 percent of value, and loans above Rs 75 lakh at 75 percent, with stamp duty and registration excluded from the cost unless the house costs Rs 10 lakh or less. On a Rs 1.5 crore flat, that means a maximum loan of about Rs 1.12 crore. The trade-off: these rules permit lending, but a second loan adds to your EMI load, and the bank's own appraisal of your income still decides the amount.

Can you get a home loan if you already own a house?

Yes, for a second house you intend to occupy. Paragraph 2(B)(ii) of the Master Circular says banks may extend finance to a person who already owns a house in the town or village where he resides, for buying or constructing a second house in the same or another town or village, for the purpose of self-occupation.

The key words are for the purpose of self-occupation. The circular frames the second house as one the borrower will live in. That fits a buyer who owns a home in one city and is moving to another, or who is upgrading within Mumbai while keeping the old flat for a time. Whether a bank approves still depends on your income, existing obligations and its credit policy.

What about a flat you plan to rent out?

The circular names two situations. Paragraph 2(B)(iii) says banks may extend finance for purchase of a house by a borrower who proposes to let it out on rental basis on account of his posting outside the headquarters, or because he has been provided accommodation by his employer.

Both cases describe a borrower who cannot live in the house for now because of work. A Mumbai employee in company housing, or one posted outside the city, fits the description. If your plan to let out the flat has a different reason, ask the lender directly how its own policy treats it rather than assuming the circular covers you.

How much can the bank lend on a Mumbai flat?

That depends on the loan size band. The circular's quantum of loan table sets these ceilings for individual housing loans: up to Rs 30 lakh, LTV up to 90 percent; above Rs 30 lakh and up to Rs 75 lakh, up to 80 percent; above Rs 75 lakh, up to 75 percent. The band is decided by the size of the loan, which produces a cliff around Rs 75 lakh.

The table below applies those ceilings to illustrative Mumbai prices. It assumes the bank lends the maximum the ceiling allows; an actual sanction can be lower because it also depends on income.

Flat cost (excluding stamp duty and registration)Applicable ceilingMaximum loanYour minimum contributionStamp duty and registration
Rs 30 lakhUp to 90 percent, loan up to Rs 30 lakhRs 27 lakhRs 3 lakhPaid separately from your funds
Rs 70 lakhUp to 80 percent, loan above Rs 30 lakh up to Rs 75 lakhRs 56 lakhRs 14 lakhPaid separately from your funds
Rs 1 crore80 percent would be Rs 80 lakh, above Rs 75 lakh, so 75 percent appliesRs 75 lakhRs 25 lakhPaid separately from your funds
Rs 1.5 croreUp to 75 percent, loan above Rs 75 lakhRs 1.125 croreRs 37.5 lakhPaid separately from your funds
Rs 2.5 croreUp to 75 percent, loan above Rs 75 lakhRs 1.875 croreRs 62.5 lakhPaid separately from your funds

Notice the Rs 1 crore row. At 80 percent, the loan would be Rs 80 lakh, which takes it above Rs 75 lakh and into the 75 percent band. So the maximum is Rs 75 lakh, and your own contribution jumps to Rs 25 lakh. Our walk through of how down payment size changes the EMI on a Rs 1.25 crore flat shows what happens when you put in more than the minimum.

Why can stamp duty not be part of the loan?

Because RBI says it should not be counted in the property cost. The circular says that, to have uniformity in deciding the value of the house property while sanctioning housing loans, banks should not include stamp duty, registration and other documentation charges in the cost of the housing property they finance, so that the effectiveness of LTV norms is not diluted.

There is one exception: where the cost of the house or dwelling unit does not exceed Rs 10 lakh, a bank may add stamp duty, registration and other documentation charges to the cost for the purpose of calculating the LTV ratio. That threshold is far below most Mumbai prices, so in practice a Mumbai buyer should plan to pay these charges entirely from savings, on top of the minimum contribution in the table.

What does the maximum loan cost each month?

Worth checking before you commit. As a reference only, RBI's October 30, 2026 data put the weighted average lending rate on fresh rupee loans of scheduled commercial banks at 8.51 percent in September 2026, across all sectors. Applying that rate for illustration, the Rs 1.125 crore maximum loan on a Rs 1.5 crore flat would cost about Rs 97,700 a month over 20 years, and the Rs 75 lakh maximum on a Rs 1 crore flat about Rs 65,134 a month. Your actual rate depends on your lender and profile. If you already pay an EMI on your first home, add the two together before deciding how large a second loan you can carry.

How should a second home buyer plan the cash?

In three layers. The first is the minimum contribution set by the LTV ceiling. The second is stamp duty and registration at whatever rate applies to your purchase, which the bank will not fund for a property above Rs 10 lakh. The third is a buffer for anything the bank sanctions below the ceiling because of your income or existing EMIs, which matters more when you already carry a loan on your first home.

A seven-point checklist for a second home or rental flat loan

  1. Decide whether the flat is for self-occupation or to let out, and tell the bank plainly.
  2. If letting out, check whether your reason matches the circular's posting or employer accommodation cases.
  3. Place the flat cost in the right LTV band: up to Rs 30 lakh, Rs 30 lakh to Rs 75 lakh, or above Rs 75 lakh.
  4. Watch the Rs 75 lakh cliff: a loan just above it drops the ceiling from 80 to 75 percent.
  5. Budget stamp duty and registration from savings, since they are excluded above a Rs 10 lakh cost.
  6. List all existing EMIs, including any loan on your first home, before applying.
  7. Get the sanction letter and Key Facts Statement in writing before paying a large advance.

Is this the current RBI text?

The circular states it applies to all scheduled commercial banks, excluding regional rural banks, and that it only consolidates instructions issued up to March 31, 2025 without adding new ones. RBI's website now also lists the Commercial Banks Credit Facilities Directions, 2025, shown as updated on October 1, 2026. Ask your bank which provision it applies today, particularly on LTV, and treat this guide's numbers as a planning tool rather than a sanction.

Frequently asked questions

Can I get a bank home loan for a second house in Mumbai?

RBI's April 1, 2025 Master Circular on Housing Finance says banks may extend finance to a person who already owns a house in the town or village where he resides, for buying or constructing a second house in the same or another town or village, for the purpose of self-occupation.

Can I borrow to buy a flat I will rent out?

The circular allows banks to finance purchase of a house by a borrower who proposes to let it out on rental basis because of a posting outside the headquarters or because the employer has provided accommodation. Outside those stated situations, ask the lender how its own policy treats a let out purchase.

How much can a bank lend on a Rs 1 crore Mumbai flat?

Under the circular's LTV table, a loan above Rs 30 lakh and up to Rs 75 lakh can go up to 80 percent of value, and above Rs 75 lakh up to 75 percent. On a Rs 1 crore flat, 80 percent would exceed Rs 75 lakh, so the cap works out to Rs 75 lakh.

Can stamp duty be added to the property cost for my loan?

The circular says banks should not include stamp duty, registration and other documentation charges in the cost of the housing property, so LTV norms are not diluted. The exception is where the cost of the house does not exceed Rs 10 lakh, when banks may add these charges for calculating LTV.
