Jaya Platinum: How TG RERA Let Hyderabad Buyers Finish a Stalled Project Under Section 8

TG RERA's own report on Jaya Platinum shows how a 60 flat Bowrampet project stalled at 66 percent was revived: revocation under Section 7, a Rs 2.37 crore penalty on the promoter, Section 8 approval, and an Occupancy Certificate on January 5, 2026 after the buyers' association finished it.

By June 2022, work on a 60 flat building in Bowrampet, on Hyderabad's northern edge, had stopped. The structure stood at about 66 percent complete. Many buyers had already paid much of the price, and many had registered sale deeds for flats they could not live in. On January 5, 2026, the competent planning authority issued the same building an Occupancy Certificate. The builder did not finish it. The buyers did, under the supervision of the Telangana Real Estate Regulatory Authority.

The project is Jaya Platinum, and TG RERA has published its own account of the case, titled From Stalled to Successful, on its website. As of October 29, 2026, the TG RERA homepage lists it under Project Completed by Association under Section 8. For any Hyderabad buyer sitting in a stalled project, it is the most detailed official map available of how the revival route under the Real Estate (Regulation and Development) Act, 2016 actually works.

The short answer. TG RERA revoked Jaya Platinum's registration under Section 7 after an independent inspection found it about 66 percent built and halted, declared the promoter a defaulter, and imposed a penalty of Rs 2,36,83,156 across multiple projects. It then invoked Section 8, with state government approval, and let the buyers' association finish the balance 34 percent. The Occupancy Certificate followed on January 5, 2026. The trade-off: buyers got their building, but only after years of collective effort and their own organised funding plan, and the route needed more than 90 percent of allottees on board.

What happened to Jaya Platinum before TG RERA stepped in?

It stalled at about two thirds complete. According to TG RERA's report, Jaya Platinum was registered under registration number P02200003688 as a Stilt plus Ground plus five floor residential building of 60 apartments on 2,731.78 square yards in Bowrampet Village, Dundigal Municipality, Medchal Malkajgiri district. The promoter was M/s Jayathri Infrastructures India Pvt. Ltd., the approvals came from HMDA and Dundigal Municipality, and the RERA registration was valid up to October 14, 2024.

The report says that by June 2022 construction activity had ceased entirely, with physical progress at approximately 66 percent, even though a significant proportion of flats had been sold and sale deeds executed. The promoter, it says, failed to demonstrate financial closure, continuity of contractor engagement or a viable timeline for completion.

PropNewz first covered this promoter in May, in our report on TG RERA's 2026 enforcement wave. The Jaya Platinum report shows what came after the penalties for one project's buyers.

How did the buyers get the regulator to act?

They filed complaints together. The report says multiple allottees, representing a substantial portion of the 60 units, approached the Authority alleging prolonged delay, cessation of construction and the promoter's failure to give a credible delivery timeline. They also alleged non-disclosure of financial status and a lack of transparency in the use of funds.

During the hearings, the Authority widened the matter from individual relief to the status of the project itself. It used Section 35 of the Act, which the report describes as empowering the Authority to call for information, conduct inquiries and obtain expert assistance, and directed an independent inspection by the Engineering Staff College of India. That inspection report, dated December 1, 2023, confirmed physical completion of about 66 percent, that construction had halted, and that roughly twelve more months would be needed to finish, contingent on uninterrupted funding.

The lesson for other buyers is practical. A single complaint asks for a single remedy. A group complaint, backed by evidence about the whole project, gave the Authority a reason to look at the project as a whole.

What did revocation under Section 7 mean in practice?

It ended the promoter's role in the project and triggered wider restrictions. TG RERA's report lists the breaches it identified: failure to adhere to declared completion timelines, non-compliance with Sections 11 and 18 on promoter obligations and liability for delay, absence of demonstrable financial capability, and persistent inaction despite notices. The Authority declared the promoter a defaulter and a debarred entity and imposed a monetary penalty of Rs 2,36,83,156 on M/s Jayathri Infrastructures for violations across multiple projects.

The report says the Authority directed that the revocation order and declaration of default be communicated to RERAs in all States and Union Territories. It also wrote to planning bodies including MAUD, HMDA, DTCP and GHMC, directing that no permissions, approvals, layout approvals or building permissions be granted to the promoter while the order of revocation subsists.

Revocation alone does not finish a building, though. In the report's words, upon revocation the promoter's authority to continue development stood extinguished, but the project itself did not end. Our explainer on what happens to buyers when RERA registration is revoked covers the general choices. Jaya Platinum shows one of those choices carried through to the end.

How did the buyers' association take over construction?

Through Section 8, in a sequence that took months of paperwork. The report describes Section 8 as allowing the Authority, on revocation, to facilitate completion of the remaining work, including by the Association of Allottees, and says the second proviso gives the association a preferential right to undertake completion. It also says Section 8 requires consultation with the appropriate Government before completion responsibility is transferred.

The buyers formed the JP Welfare Association through a General Body process, enrolled members, passed resolutions authorising it to represent them before the Authority, and set up an executive committee for technical and financial planning. Their proposal included a dedicated project completion escrow account, technical evaluation, a cost assessment and an indicative timeline. The Authority recorded that a substantial majority of units were already registered in buyers' names and that more than 90 percent of allottees supported association led completion.

What conditions did the association have to accept?

Close supervision. The report says the association was not granted unfettered autonomy. TG RERA required transparent contractor engagement, financial discipline, operation through designated escrow banking arrangements, strict adherence to sanctioned plans, compliance with building and municipal laws, and continued regulatory oversight by the Authority. In effect, the report says, the association assumed the limited role of promoter for the purpose of completion while remaining under regulatory surveillance.

Before allowing the plan to proceed, the Authority examined whether the funding model was realistic, whether majority consent was demonstrably secured, whether existing encumbrances could block completion and whether the proposed contractors had adequate technical capacity. Only after it was satisfied that the roadmap was credible did it permit association led completion. Buyers who imagine Section 8 as a quick handover should note how much of the work, including the funding plan, sat with the buyers themselves.

Does the original builder escape liability once buyers finish the project?

No, according to the final order as summarised in TG RERA's report. It says statutory obligations under Sections 11 and 17 remain enforceable against the original promoter, that mortgage related encumbrances remain the promoter's responsibility, and that the promoter is mandated to execute conveyance deeds for mortgaged units within 30 days of release, as per the general body resolution of the association. Non-compliance, the report says, would invite action under Section 63 and other enabling provisions.

That separation matters for any buyer weighing this route. Taking over construction did not mean the buyers took over the builder's debts or its legal duties. If your project has a lender's charge on unsold or sold units, the Jaya Platinum order is a useful reference point when you ask how that charge will be dealt with. Our guide to the association of allottees and conveyance in Telangana explains why the association's formal status is so central.

What should a Hyderabad buyer in a stalled project do now?

Start by documenting the project's status on official records, then organise. The TG RERA homepage currently shows 11,357 registered projects, 5,340 registered agents and 11 revoked projects or agents, with a separate revoked list. Its counters also show 3,093 complainants and 1,981 complainant matters disposed. You can look up any registered project through the TG RERA project search, and file complaints through the Authority's complaint portal.

None of this guarantees an outcome like Jaya Platinum's. That case involved an independent technical audit, a promoter found unable to finish, overwhelming buyer consent and government approval. Every stalled project differs in its finances, encumbrances and the willingness of buyers to fund completion. What the case does show is that the route exists in Telangana, that TG RERA has used it through to an Occupancy Certificate, and what the regulator looked for before allowing it.

  1. Search your project on the TG RERA project search and note its registration number and validity date.
  2. Check whether the project or promoter appears on TG RERA's revoked list.
  3. Gather your booking form, agreement, sale deed if any, and every payment receipt in one file.
  4. Photograph the site and record the last date you saw construction activity.
  5. Contact other buyers and agree on a joint complaint to the Authority rather than separate ones.
  6. Form or strengthen a buyers' association with written resolutions and an elected committee.
  7. Before proposing completion, prepare a costed funding plan and find out what encumbrances sit on the project.
