Two Home Loan Offers, One Rate Hike: Reading the Key Facts Statement in Hyderabad
A Hyderabad guide to the Key Facts Statement that RBI requires for every new home loan: what the APR includes, how long the terms bind the lender, which charges cannot be added later, and how two illustrative offers compare over 20 years and over five.

Picture a first time buyer in Gachibowli with two home loan offers on the table, a week after the Reserve Bank of India raised the repo rate to 5.50 percent on 7 October 2026. One lender quotes 8.70 percent with a processing fee of Rs 50,000. The other quotes 8.80 percent with a fee of Rs 5,000. The lower rate looks like the obvious pick. The document that tells you whether it really is cheaper is the one most borrowers sign without reading: the Key Facts Statement.
The short answer. RBI's circular of 15 April 2024 required lenders, including housing finance companies, to give every prospective borrower of a retail term loan sanctioned on or after 1 October 2024 a Key Facts Statement in a standard format, with an Annual Percentage Rate that includes interest and all other charges. Charges not mentioned in it cannot be levied during the loan without your explicit consent, and the terms bind the lender for at least three working days. In our illustration on a Rs 60 lakh, 20 year loan, the 8.70 percent offer costs about Rs 46,882 less if you keep it for the full term. The trade-off: if you close or move the loan after five years, the 8.80 percent offer with the smaller fee comes out about Rs 15,071 cheaper.
What is a Key Facts Statement for a home loan?
It is a standardised summary of the loan that the lender must hand you before you sign. RBI's circular on Key Facts Statement for loans and advances, dated 15 April 2024, says lenders shall provide a KFS to all prospective borrowers to help them take an informed view before executing the loan contract, in the standardised format set out in the circular's annex.
The circular applies to commercial banks, cooperative banks and non-banking financial companies, including housing finance companies. It says its instructions apply to all new retail and MSME term loans sanctioned on or after 1 October 2024. For a Hyderabad buyer, that means a home loan sanctioned today, whether by a bank or a housing finance company, should come with a KFS.
Two procedural rules matter. The KFS shall be written in a language understood by the borrower, and the lender must explain its contents and obtain an acknowledgement that the borrower has understood them. If the KFS you receive is in a language you cannot read comfortably, you can ask for one in a language you understand.
A note on sources. The RBI has since consolidated many of its circulars into Master Directions, including its Responsible Business Conduct Directions, 2025 for commercial banks, which the RBI website shows as updated on 1 October 2026. This guide quotes the circular and directions as last published on their own RBI pages; check the current Directions on the RBI website, or ask your lender which provision it applies, before you act.
What does the Annual Percentage Rate tell you that the interest rate does not?
The interest rate is only one part of the cost. The circular defines the Annual Percentage Rate as the annual cost of credit to the borrower, which includes the interest rate and all other charges associated with the credit facility. The KFS must include a computation sheet for the APR and the loan's amortisation schedule.
Charges recovered on behalf of third parties, such as insurance or legal fees, shall also form part of the APR and shall be disclosed separately, the circular says. So the APR is the single number that lets you compare two offers with different fee structures on a like for like basis, at least over the full tenor.
We explained how to read the APR sheet line by line in our guide to comparing home loan APRs using the KFS. This piece focuses on what the numbers mean for a Hyderabad borrower choosing between offers right after the rate hike.
How do two offers compare on a Rs 60 lakh loan?
Take the two offers from the opening. Both are illustrative, not quotes from any lender. Using the standard EMI formula and an approximate APR that spreads the processing fee over the cash flows, the comparison on a Rs 60 lakh loan over 20 years looks like this:
| Measure (Rs 60 lakh, 20 years) | Offer A: 8.70%, fee Rs 50,000 | Offer B: 8.80%, fee Rs 5,000 |
|---|---|---|
| Monthly EMI | Rs 52,831 | Rs 53,214 |
| Approximate APR over the full tenor | 8.82% | 8.81% |
| Interest plus fee over 20 years | Rs 67.30 lakh | Rs 67.76 lakh |
| Approximate APR if closed after 5 years | 8.92% | 8.82% |
| Interest plus fee if closed after 5 years | Rs 25.22 lakh | Rs 25.07 lakh |
Over the full 20 years, Offer A's lower rate wins by about Rs 46,882, even though its full tenor APR is almost identical to Offer B's. But a loan may be prepaid, refinanced or closed when a flat is sold. If you close the loan after five years, the large upfront fee in Offer A has had less time to pay for itself, and Offer B is cheaper by about Rs 15,071.
The KFS gives you the inputs; your own plans for the loan decide which offer is cheaper.
Can a lender add charges that are not in the KFS?
Not without your agreement. The circular says charges, fees and other amounts that are not mentioned in the KFS cannot be charged by the lender to the borrower at any stage during the term of the loan without the borrower's explicit consent.
That makes the KFS a useful record. If, months later, a charge appears on your loan account that you do not recognise, the first check is whether it appears in your KFS. If it does not, ask the lender to show you where you gave explicit consent for it.
Two other RBI instructions point back to the same disclosure. The Pre-payment Charges on Loans Directions, 2025 say the applicability or otherwise of pre-payment charges shall be clearly disclosed in the sanction letter and loan agreement, and also in the KFS where one is required. For loans sanctioned or renewed on or after 1 January 2026, the same directions bar pre-payment charges on floating rate loans to individuals for non-business purposes, which matters for the five year scenario above.
How long is the KFS offer valid?
The circular says each KFS shall have a unique proposal number and a validity period of at least three working days for loans with a tenor of seven days or more. A home loan easily meets that test. The lender shall be bound by the terms in the KFS if the borrower agrees to them during the validity period.
That window is short, so plan for it. Collect KFS documents from two or three lenders around the same time, so that you can compare them while all of them are still valid. If you are buying an under construction flat, line this up before the builder's payment demand arrives, so the comparison is not rushed.
Does the repo hike change what your KFS should tell you?
It makes the floating rate section more important. The RBI raised the policy repo rate by 25 basis points to 5.50 percent at its meeting of 5 to 7 October 2026, according to the resolution of the Monetary Policy Committee, and changed its stance to calibrated tightening. The next meeting is scheduled for 2 to 4 December 2026.
For a floating rate loan, the rate in your KFS is a starting point, not a promise for 20 years. RBI's circular on reset of floating interest rates says that at the time of sanction, lenders shall clearly communicate the possible impact of a change in the benchmark rate on the loan, leading to changes in the EMI, the tenor or both. Any later increase in the EMI or tenor must be communicated to the borrower immediately.
So when you read a KFS this month, look beyond the headline rate. Note the benchmark the loan is linked to, how often it resets, and how the lender says a change will reach you. Two offers with the same APR today can behave differently after the next rate decision if one resets sooner than the other.
What should a Hyderabad buyer check before signing?
Whether you are financing a resale flat in Kukatpally or a new apartment in a project such as Prestige Clairemont in Kokapet, the checks are the same. Use this list with the KFS in hand:
- Confirm the KFS carries a unique proposal number and note the date its validity period ends.
- Read the interest rate type, the benchmark and the reset frequency for a floating rate loan.
- Compare the APR, not just the interest rate, across every offer you hold.
- Check the separate disclosure of third party charges such as insurance and legal fees.
- Find the line on pre-payment charges and confirm what it says for your loan type.
- Read the amortisation schedule for the EMI and number of instalments.
- Recalculate the cost for the period you actually expect to keep the loan, not only the full tenor.
Once the loan is running, the rate can still move. If you are already a borrower facing a reset after the hike, our guide to switching to a fixed rate at reset covers the options RBI rules give you at that point.
Frequently asked questions
Does a housing finance company have to give me a Key Facts Statement?
Yes, if your loan falls within the circular. RBI's KFS circular of 15 April 2024 covers commercial banks, cooperative banks and non-banking financial companies, including housing finance companies, and applies to all new retail and MSME term loans sanctioned on or after 1 October 2024.
Is a lower interest rate always cheaper than a lower processing fee?
No. In our illustration on a Rs 60 lakh loan over 20 years, 8.70 percent with a Rs 50,000 fee costs about Rs 46,882 less over the full term than 8.80 percent with a Rs 5,000 fee. Closed after five years, the 8.80 percent offer is about Rs 15,071 cheaper.
Can my lender charge a fee that was not in the KFS?
Not without your explicit consent. RBI's KFS circular says charges, fees and other amounts not mentioned in the KFS cannot be charged to the borrower at any stage during the term of the loan without the borrower's explicit consent. Keep your KFS with your loan papers.
How many days do I have to accept the terms in a KFS?
RBI's circular says a KFS shall carry a validity period of at least three working days for loans with a tenor of seven days or more, which covers home loans. The lender is bound by the KFS terms if you agree to them within that period, so compare offers inside the window.
