A first-time buyer in Chennai with a household income of Rs 8.5 lakh a year, looking at a Rs 34 lakh flat with a Rs 24 lakh home loan, sits just inside every limit of the Interest Subsidy Scheme under Pradhan Mantri Awas Yojana Urban 2.0. Push the flat to Rs 36 lakh, or the loan to Rs 26 lakh, and the subsidy is gone. The scheme pays up to Rs 1.80 lakh, but its edges are sharp, and most of the ways to lose it happen before the loan is even sanctioned.

This guide walks through the official eligibility rules, how the money actually reaches your loan account, and the conditions that can cost you the benefit later.

The short answer. Under the PMAY-U 2.0 guidelines, households with annual income up to Rs 9 lakh can get an interest subsidy of 4.0 per cent on the first Rs 8 lakh of a home loan, for a tenure up to 12 years, if the loan is up to Rs 25 lakh, the house value is up to Rs 35 lakh and the carpet area is up to 120 sqm. The maximum actual release is Rs 1.80 lakh, paid in 5 yearly instalments. The trade-off: the subsidy comes with a five year lock-in from the first loan disbursement, during which you cannot sell or transfer the house, and a later balance transfer to a cheaper lender can end your claim.

Who is eligible for the PMAY-U 2.0 interest subsidy?

Lower and middle income urban families who do not already own a pucca house. The PMAY-U 2.0 Scheme Guidelines published by the Ministry of Housing and Urban Affairs say households in the EWS, LIG and MIG categories, with annual income up to Rs 3 lakh, Rs 6 lakh and Rs 9 lakh respectively, can avail the Interest Subsidy Scheme, known as ISS. An individual applicant submits a self-certificate or affidavit as proof of income.

The guidelines define a beneficiary family as husband, wife, unmarried sons and/or unmarried daughters. Families in these segments, living in urban areas, should not own a pucca house, meaning an all-weather dwelling unit, either in their own name or in the name of any family member in any part of India. The beneficiary gives an undertaking declaring that the income and no-pucca-house conditions are met.

The Mission runs for 5 years from 01.09.2024, and the ISS applies to home loans sanctioned and disbursed on 01.09.2024 or after, for purchase, re-purchase or construction of a house.

How much subsidy can a Chennai buyer actually get?

Up to Rs 1.80 lakh in actual release. The guidelines set the subsidy at 4.0 per cent on the first Rs 8 lakh of the loan, for a tenure up to 12 years, for beneficiaries with a loan tenure of more than five years. The maximum release is Rs 1.80 lakh, with a maximum net present value of Rs 1.50 lakh at a discount rate of 8.5 per cent.

The subsidy does not reduce the interest rate you see on your loan statement. It is released in 5 yearly instalments through direct benefit transfer into the loan account, and the lender credits it upfront by deducting it from the principal. You then pay EMI at the lender's rate on the remaining principal. So the benefit shows up as a lower outstanding balance, not a lower rate.

What can disqualify a buyer from the subsidy?

Several conditions, and all of them are in the official exclusion list. The guidelines say only loans up to Rs 25 lakh with house value up to Rs 35 lakh are eligible, and if the family income or property value as assessed by the lender for sanction is higher than the limit, the loan will not be eligible. That second part matters: it is the lender's assessment, not the brochure price, that counts.

The subsidy is provided only once for a property. If the property is sold, the purchaser cannot take the ISS benefit on it, and lenders are told to check the unified web portal to make sure the previous owner did not claim it. If two or more family members take combined or separate loans on the same property, they are treated as the same family for income and benefit.

A balance transfer can also end the claim. The guidelines say a borrower who switches to another lender for balance transfer will not be eligible to claim the interest subsidy again, and a person who had not claimed it from the first lender will not be eligible after the transfer. A false declaration on income by someone who has availed the benefit can lead to legal proceedings under applicable laws.

Is there a lock-in after taking the subsidy?

Yes, five years. The guidelines set a mandatory lock-in period of five years from the disbursal of the first instalment of the home loan under the ISS vertical, and say the beneficiary shall not be allowed to sell or transfer the house during the lock-in period. If your plans might include moving to a larger home within five years, weigh that against the subsidy before you apply.

There is also a timing condition on the instalments. The subsidy instalments are released only if the loan is active at the time of release and more than 50 per cent of the principal is outstanding. A buyer who prepays aggressively in the early years could therefore stop receiving later instalments. That is a real trade-off between saving interest by prepaying and collecting the full subsidy.

How do you apply, and what does the lender check?

Through the unified web portal and your lender. The guidelines say eligible beneficiaries must register their demand through the unified web portal, after which the application is forwarded to the concerned lending institution, called a PLI, for action according to eligibility. Subsidy flows from the Ministry through a Central Nodal Agency to the PLI, and the beneficiary receives an SMS on the registered mobile number when the subsidy is credited.

Lenders must link beneficiary identification to Aadhaar or Aadhaar Virtual ID to avoid duplication. The subsidy is provided to beneficiaries who have submitted the approved layout plan to the lender as per State or UT guidelines, though the plan may not be insisted on where the State or UT has provided an exemption. For a purchase of a completed house, geo-tagging is done after release of the first instalment; for a house under construction, before release of each instalment.

The guidelines also say the lender shall charge interest on the reducing balance method, so interest is computed only on the principal outstanding. And under clause 1.9, the name of a female member of the family can be included in the registered title or sale deed at a later stage, with States and UTs asked to provide exemption from additional stamp duty or registration charges for such cases.

What should a Chennai buyer check before applying?

Run through this list before you pay a booking amount on a flat you plan to finance with ISS.

  1. Add up the annual income of the beneficiary family as the guidelines define it, and confirm it is up to Rs 9 lakh.
  2. Confirm no member of the family owns a pucca house anywhere in India.
  3. Check the carpet area of the flat in the sale agreement and confirm it is up to 120 sqm.
  4. Ask the lender what value it will assess for the property, since the Rs 35 lakh limit applies to that figure.
  5. Keep the sanctioned loan at or below Rs 25 lakh, and confirm the tenure is more than five years.
  6. Register your demand on the unified web portal and make sure your lender is a participating PLI.
  7. Plan around the five year lock-in and avoid a balance transfer if you want to keep claiming the subsidy.

How does ISS fit with Tamil Nadu's own registration costs?

It does not replace them. The subsidy is credited to your loan account and is separate from the stamp duty and registration charges you pay on the sale deed. Budget for both. Our guide to Tamil Nadu guideline value and registration charges explains how those costs are calculated for a Chennai purchase.

PMAY-U 2.0 also asks states to ease registration costs in some cases; clause 1.9, mentioned above, is one example. Our earlier report on PMAY-U 2.0 state reforms and nominal stamp duty covers what those reforms ask of states.

The bottom line for a Chennai buyer is that ISS rewards careful planning. Stay inside the loan, value and area limits, keep the loan with the same lender, and the subsidy can take up to Rs 1.80 lakh off your principal over five years.
