An encumbrance certificate is the state's record of transactions registered against a specific property over a period you select. In plain terms, it answers one question: has this property been sold, mortgaged, gifted or otherwise charged, and if so, when and to whom? Each entry on the EC ties back to a registered document number, the parties, the nature of the transaction and the date the sub-registrar recorded it.

For a buyer, the EC is the fastest way to test whether the seller's story matches the public record. If the seller says the flat is fully paid and free of loans, the EC should show the earlier purchase and, if a home loan was taken, both the mortgage entry and its later release. A missing release is a red flag worth pausing over. Because the certified copy downloaded from the IGRS portal is digitally signed, it carries legal weight and can be relied on by your bank and lawyer.

There are two possible outcomes from a search. If registered transactions exist for the period you asked about, the certificate lists them in date order. If nothing is on record for that window, the portal returns what buyers commonly call a nil statement, meaning no registered document touched the property in those years. A nil result over a long window is reassuring, but it is not proof of clean title on its own, only proof that nothing was registered.   2. Sign in and open Online Services, then select Encumbrance Search (EC).

  4. Choose a search method: Document Number and Year, House Number, or Survey Number, depending on what you have.

House Number search works well for flats and plots in municipal areas, while Survey Number search suits revenue villages and larger land parcels. If one method returns nothing, try another before assuming the property is clean, because a data-entry mismatch can hide genuine entries. Older records in particular were digitised in batches, so a very old transaction may sit under a slightly different spelling of the village or a superseded survey number. When in doubt, widen the period and cross-check the document number the seller gives you against what the portal returns.

How many years should the EC cover, and how does it compare to other documents?

What does an EC not show?

An EC records only documents that were formally registered, which is exactly its limit. It will not reveal an unregistered agreement of sale, an oral family arrangement, or a general power of attorney that was never registered. It also does not capture unpaid property tax, pending utility dues, or municipal violations, because those are not registration events. A boundary encroachment or a structural deviation from the sanctioned plan will not appear either.

How should a buyer use the EC before paying money?

Use it as a gate, not a formality. Pull the EC early, before you pay any token or advance, and match every entry to the documents the seller has handed you. If the EC shows a mortgage, insist on seeing the loan closure letter and the registered release before you part with money. If there is a gift or partition in the chain, ask your lawyer whether all heirs have signed off.

A few patterns deserve extra caution. A recent mortgage with no matching release suggests the loan may still be live, and lenders will not fund a property that is already charged to another bank. A sudden flurry of transfers in a short span can point to a disputed or distressed title. A gap where you expected a transaction, such as a purchase the seller described that does not appear at all, usually means the earlier deal was never registered, which weakens the seller's claim. None of these automatically kills a deal, but each is a question you want answered in writing before money moves.
