Home Loan Through an App or Platform: Your Protections Under RBI's 2025 Digital Lending Rules

RBI's Digital Lending Directions, 2025, issued on May 8, 2025, apply to the digital lending activities of banks, co-operative banks, NBFCs including housing finance companies and all India financial institutions. This guide explains what they require when a Bengaluru buyer applies for a loan through an app or a lending service provider: disclosures, multi lender comparisons, direct disbursal and repayment, fees, cooling off and grievance redressal.

The pitch arrives on a phone: compare home loan offers from several lenders in one place, upload your documents, get a sanction without visiting a branch. For a busy Bengaluru buyer, that convenience is real. So is the question of who you are actually dealing with. Behind many such journeys sits a lending service provider, an agent working for one or more banks or housing finance companies. The Reserve Bank of India's Digital Lending Directions, 2025, issued on May 8, 2025, set out what lenders must ensure when loans are originated this way.

This guide explains the parts of those directions that matter most to a home buyer: what you must be shown, where money must flow, what you cannot be charged by an agent, and where to complain. It is buyer guidance, not a recommendation of any app, platform or lender.

The short answer. Under RBI's Digital Lending Directions, 2025, the lender remains fully responsible for its lending service provider, must give you a KFS, and must disburse into your bank account or, for a specific end use, directly into the end beneficiary's account. Repayments go straight to the lender, and the agent's fees must be paid by the lender, not collected from you. A platform showing several lenders must display all matching offers with APR, EMI and penal charges, without nudging you to one. You get a cooling off period of at least one day to exit by paying principal and proportionate APR. The trade-off: digital journeys are faster, but they put more of the checking on you, so verify the lender's name and website before sharing documents or money.

Who do these directions cover?

The lenders, and through them, their agents and apps. The directions apply to all digital lending activities of commercial banks, primary urban, state and central co-operative banks, NBFCs including housing finance companies, and all India financial institutions. They define digital lending as a remote and automated lending process, largely using seamless digital technologies for customer acquisition, credit assessment, loan approval, disbursement, recovery and associated customer service.

A lending service provider, or LSP, is defined as an agent of a lender that carries out one or more of its digital lending functions, such as customer acquisition, services incidental to underwriting and pricing, servicing, monitoring or recovery. As an overarching principle, the directions say any outsourcing agreement with an LSP shall in no manner dilute or absolve the lender of its obligations, and the lender remains fully responsible and liable for all acts and omissions of the LSP.

The directions say RBI issued them to address concerns around unbridled engagement of third parties, mis-selling, breach of data privacy, unfair business conduct, exorbitant interest rates and unethical recovery practices.

What must a multi lender platform show you?

A fair, side by side view. Where an LSP has agreements with several lenders, the directions, which brought this requirement into effect from November 1, 2025, say it shall provide a digital view of all loan offers matching your request. The names of lenders that did not match shall also be disclosed.

Each offer in that view must include the lender's name, the loan amount and tenor, the APR, the monthly repayment obligation and any penal charges, in a way that enables a fair comparison, along with a link to each lender's KFS. The content shall be unbiased and objective and shall not directly or indirectly push a particular lender's product, including through dark patterns designed to mislead. Ranking offers on a publicly pre disclosed metric is not treated as promoting a product.

Where must the money go?

Directly between you and the lender, with limited exceptions. The directions say disbursement shall always be made into the borrower's bank account, except for disbursals covered exclusively under a statutory or regulatory mandate, flows between lenders for co-lending, and disbursals for a specific end use, provided the loan is disbursed directly into the bank account of the end beneficiary. In no case shall disbursal be made to a third party account, including an LSP's account, except as the directions provide.

Repayment follows the same logic. All loan servicing and repayment shall be executed by the borrower directly in the lender's bank account, without any pass through or pool account of a third party, including the LSP. The flow of funds between the borrower's and lender's accounts shall not be controlled, directly or indirectly, by a third party.

The table below summarises the main protections and what to look for.

AreaWhat the 2025 directions requireWhat a Bengaluru buyer should check
DisbursalTo your bank account, or for a specific end use directly to the end beneficiaryThat no money is routed through the platform or agent
RepaymentDirectly into the lender's bank account, no third party pool accountThat EMI mandates name the lender, not the platform
Agent feesPaid by the lender, not collected from the borrower by the LSPThat no one asks you for an arrangement or login fee
Cooling offExit by paying principal and proportionate APR, period of at least one dayThe cooling off period and any one time fee in the KFS
GrievanceNodal officers named; RBI CMS route if no reply in 30 daysThe nodal officer's contact details in the KFS and app

Can an agent charge you a fee?

Not separately. The directions say the lender shall ensure that any fees, charges or reimbursements payable to an LSP are paid directly by the lender and are not charged to or collected from borrowers separately by the LSP. Any charges you pay to the lender itself should appear in your KFS.

The directions also require digitally signed documents on the lender's letterhead, including the KFS, a summary of the loan product, the sanction letter, terms and conditions, account statements and privacy policies, to flow automatically to your registered and verified email or SMS on execution of the loan contract or transactions. If you are asked to pay someone who cannot be traced to a document on the lender's letterhead, stop and verify.

How does the cooling off period work?

It gives you a short window to walk away. The directions say the borrower shall be given an explicit option to exit a digital loan by paying the principal and the proportionate APR without any penalty during an initial cooling off period. The lender's board sets the period in its loan policy, but it cannot be less than one day. The lender may retain a reasonable one time processing fee if you exit during this period, and if it does, that fee must be disclosed upfront in the KFS.

For borrowers who continue past the cooling off period, prepayment remains allowed as per applicable RBI guidelines. Before you rely on the window, read your KFS for the exact period and fee.

What else do the directions require of lenders?

Basic checks before lending, and notice before recovery. The directions say the lender shall obtain information on the borrower's economic profile, including at a minimum age, occupation and income details, to assess creditworthiness before extending any loan, and keep it on record for audit. There shall be no automatic increase in a credit limit unless the borrower makes an explicit request, which is evaluated and kept on record.

On recovery, the directions say that if a loan defaults and a recovery agent is assigned or changed, the particulars of the agent authorised to approach the borrower shall be communicated by email or SMS before the agent makes contact. For a home buyer, that means a stranger calling about your loan should be someone whose name you have already received from the lender. If not, ask the lender to confirm in writing before discussing anything.

What should a Bengaluru buyer check before using an app or platform?

Identify the lender first, then the agent. The directions require each lender to keep an up to date website listing its digital lending products and apps, its LSPs and their apps with the activities they are engaged for, its customer care and grievance redressal details, and links to RBI's Complaint Management System and the Sachet portal. Apps and LSPs must link to that website.

  1. Find the name of the actual lender behind any offer, not just the platform's brand.
  2. Open that lender's own website and confirm the app or agent appears in its list of digital lending partners.
  3. Ask for the KFS from each lender and compare APR, EMI and penal charges side by side.
  4. Refuse any request to pay an arrangement, login or processing fee to the agent or platform.
  5. Check that disbursement will go to your account or directly to the builder or seller's account for the purchase.
  6. Note the cooling off period and any one time fee stated in the KFS before you sign.
  7. Save the nodal grievance officer's contact details, and escalate to RBI's CMS portal if there is no reply in 30 days.
