What he had not budgeted for was the roughly 4.8 lakh in duties and fees that stood between him and a registered sale deed. That gap, not the down payment, is what catches most first time buyers in Telangana off guard.

The short answer. Budget about 6 percent of the registration value in Hyderabad and other municipal areas: 4 percent stamp duty, 1.5 percent transfer duty and 0.5 percent registration fee, all charged on whichever is higher, your agreed price or the government guidance value. In gram panchayat areas the mix shifts to 5.5 percent stamp duty plus a 2 percent registration fee. The trade off is simple. Registering on a low guidance value keeps the headline duty down, but if your real price is higher you still owe duty on the higher figure, and deliberately under declaring to save money invites reassessment and penalty later.

How much is stamp duty and registration in Telangana right now?

In Hyderabad and other municipal areas a sale deed attracts a total of about 6 percent, made up of 4 percent stamp duty, 1.5 percent transfer duty and 0.5 percent registration fee. On an 80 lakh registration value that works out to roughly 3.2 lakh stamp duty, 1.2 lakh transfer duty and 40,000 registration fee, close to 4.8 lakh before you add lawyer and paperwork costs. What is transfer duty and why does Hyderabad have it?

The Telangana Registration and Stamps Department publishes a guidance value, sometimes called market value, for every area, and the sub registrar will not register below it. If your negotiated price sits above the guidance value, you pay on your price. If your price is somehow below the guidance value, you still pay on the guidance value.

Guidance values were revised upward across core urban regions in 2026, in some pockets steeply, so a figure a relative quoted you a year ago may no longer hold. Pull the current value for your exact survey number and locality from the official portal before you sign anything, because this number sets the floor for your entire duty bill.

Consider a concrete case. Suppose the guidance value for your locality works out to 70 lakh for the unit, but you negotiate the purchase at 80 lakh. If a slow market let you buy the same flat at 65 lakh, below the 70 lakh guidance value, the sub registrar would still calculate duty on 70 lakh, not on your bargain price. Buyers rarely enjoy the downside protection they imagine, which is why the guidance value matters as much as the negotiation.

What does the full registration process look like?

Registration in Telangana is largely online up to the appointment stage, then in person at the sub registrar office. In practice buyers check the guidance value, calculate and pay stamp duty through the e stamp facility, book a slot, and attend with all parties and witnesses for biometric verification. The signed document is then endorsed and digitally signed copies follow within a few days.

  1. Confirm the current guidance value for the exact locality and survey number on the IGRS Telangana portal.
  2. Calculate stamp duty, transfer duty and registration fee on the higher of price or guidance value.
  3. Pay stamp duty using the e stamp facility, which typically stays valid for 180 days.
  4. Book a registration appointment at the correct sub registrar office through the portal.
  5. Carry the sale deed, identity proofs, PAN, photographs and proof of payments for all parties and witnesses.
  6. Complete Aadhaar based biometric verification in front of the sub registrar on the appointed day.
  7. Collect the endorsed deed and download the digitally signed registered copy once it is published.

Two practical notes from the counter. First, the appointment is for a specific sub registrar office tied to the property jurisdiction, so booking at the wrong office wastes a day and the slot. Second, every person whose name goes on the deed must attend in person for biometric capture, which means a co owner travelling or abroad needs to plan ahead, usually through a properly executed power of attorney registered for that purpose. Buyers who leave this to the last week are the ones who end up rescheduling and watching their e stamp validity tick down.

Do women or first time buyers get any concession?

The published stamp duty slab in Telangana is the same regardless of the buyer being a man or a woman, so a city sale deed is quoted at the same 4 percent either way. This is different from some northern states that advertise a lower slab for women owners, and it surprises buyers who arrive expecting a discount. Rather than rely on word of mouth, check the current slab and any notified exemption for your document type directly on the official portal, since the department can revise concessions by notification.

First time buyer relief, where it exists, generally comes through separate income tax provisions rather than a cut in state stamp duty. Treat the registration cost as a fixed line in your budget and keep every payment receipt, because your tax adviser may be able to use stamp duty and registration costs when you file, subject to the limits and conditions in force that year. The key mental model is this: the state duty at the counter is fixed, and any relief is a separate matter you settle later through your income tax return, not a discount the sub registrar applies.

What happens if you under declare the value?

Registering below the true price to save duty is a false economy that can unravel years later. The sub registrar can refer an undervalued document for market value verification, and if the declared value is found short you can face a demand for the shortfall in duty plus penalty and interest. A clean, fully valued registration also protects your own resale, because your future buyer and their bank will scrutinise the chain and a suspiciously low past registration raises questions.

Treat total registration cost as roughly 6 percent in the city and build it into your financing from day one, because banks lend against the property value, not against your duty bill. Keep that cash separate from your down payment. Before the appointment, reconcile the price in your sale agreement with the current guidance value, confirm the correct sub registrar jurisdiction, and make sure every payment to the seller is traceable through banking channels.
